Well that’s the purpose of the AIT.
A would-be anime creator produces a pilot episode (usually singlehandedly) and submits it to them. If the AIT board members like it, they release the pilot to their sources all over Japan (and even outside) to companies that finance anime series. Basically AIT is like a “middleman” that does everything they can to transform an idea they like, into a full production anime.
Rather cool organization. However AIT doesn’t cater to everyone… they have STRICT guidelines. Only the most original ideas ever catch their eye… but I have to admit: they truly are dedicated to making anime an ART - and not mere entertainment.
