A while ago I discovered that a Japanese rerelease of Crescendo contained expanded storylines and h-scenes along with voice acting. Is there any way for the extra content to be translated and added to the English release. I might actually buy the game again if that were the case.

To answer your question - is there any way for it to be translated - the answer likely is ‘no’. The game’s very old, and it’s probably not worth the money. You’d probably have better luck getting a fan translator to do it, and even that’s iffy.
True, it would be hard to add new content to such an old title.
