Boleto (bank slips) require a local presence in Brazil to deposit them. This raises problems for JAST; not only the logistics of needing to have a presence in Brazil, but it also means that Brazil’s media laws would apply and JAST would need to take those into consideration. In addition, games released in Brazil, even via download, must be rated by DEJUS - as the article points out, other digital retailers have specifically disabled the ability to buy titles in Brazil because of this.
This may be worthwhile for Steam; I’m just not sure it would be worth it for JAST USA.

Getting games rated specifically for Brazil is not going to happen, even if they allow adult content. This is a pointless crusade.
EA is a little bit larger than MangaGamer and JAST USA; getting titles rated in Brazil and having a presence there for cashing these slips isn’t going to be a problem for them.
