its prolly not formatted for PC use since in the older days japanese people use their own machines called PC-98 (developed by NEC i believe) which uses a different archiecture than the PCs we use today
and i doubt the game you have is for windows use even though it was released in 1997 but check your package for system requirements first since i can be wrong
if you are deperate i believe there are pc-98 emulators out there but i have no idea about those so you are on your own for that one (aka start with googling)
Actually, I know a thing or two about PC-98-emulators. So, if you manage to get your original floppy discs converted into one of the usual formats (FDI, D88, …), then feel free to ask me about a suitable emulator.
