Maybe i can suggest these: (i am using WinXP SP2)

Check your Applocale (Non-Unicode Program Language settings) and check if it is either English or Japanese (if there are no Japanese language files installed on your OS/Windows, you may need your Windows setup/installer CD to add this (<< not sure)
Go Start > Control Panel > Regional and Language Options and check the Tabs “Languages” (<< installed support for East Asian languages?) and “Advanced” (Non-Unicode Programs - Language setting) -
Program Compatibility Mode/s
Try 98, ME or 2000, and (note down the initial settings first) then play/fiddle around with it and see if it works after one alteration. (Yep, kind of time-consuming) -
Either make sure the installation media (CD/DVD, .zip/.rar files (Backups?) or whatever is NOT scratched/corrupted; and check if your system is functioning properly (i.e., hard disk at least 15-25% free space, reseat memory modules/video card, etc.)
Note: I am suggesting this beacause i had one case where i could not run games on someone’s PC for testing; turns out the memory/RAM contacts needed cleaning. After clean and reseat, worked fine) -
Check for other alternative solutions, i.e. patches, etc. if all the suggested above (and on other posts) do not work.

Since your using XP which has directX 9 then you don’t need to install the version of directX that is on the Kana disc since that version is lower then what is already installed (which is why it said that it failed to install).
the answers to the first question there should solve your problem (if all that doesn’t work then that you’ll have to run the game in windowed mode)
