I believe this scene is from an old game from ARTIFACT-Soft i bought a long time ago. The second release called Moo-2 in the special DVD Pack.
The story is about a young boy (you, the protagonist) in love with his older sister not related by blood. During the Summer Festival he was taking the chance to confess to her, but some bad guys catch her first. You need to save her, with the help of a… KAPPA!

Unfortunately this company is gone, but i think you can still find the DVD pack or the DVDPG version in some place for sale.
