Yes. The Supreme Court concluded that the agency had the authority to make the rule – which is what the lower courts had said it lacked. And the standard for upholding the agency’s action is NOT that it was a good idea, but rather that the agency acted in a rational way to further the goals Congress gave it discretion to further. That’s a pretty low standard to meet, as even a pretty stupid decision can be characterised as “rational” when you explain why it seemed like a good idea at the time.
