More or less the same reason we won't see any anthologies that aren't compilations of already-translated titles. Perceived benefit is far too low for the costs to be worth it - these titles are viewed as "huge huge sinkholes" that people stay far away from.

I don't mean to be sarcastic here, but how many Japanese games have you played? If you haven't played a terribly large number, then all you have to go off of is what you think of the domestic releases.
I have heard from those who would know that, for instance, in the grand scheme of things Snow Drop is nothing special, really.
