That kind of stuff is aimed at people who like Super Sentai Hentai and whatnot.
In the same way Eva proved you could target a giant robot show at an older audience than was generally assumed to be the real target for giant robot shows, there’s the obvious way to do the same for sentai shows.
A lot of people who fondly remember stuff from when they were a kid will get into stuff like that for the nostalgia factor combined with fan servicey appeal.

That’s the pink-est Pink Ranger ever. Lots of crotch and oshiri shots and general wriggling around. Very good. The villian in that piece looks like my father-in-law. And the way the former Brave Blue in the second one was wailing on Mellow Yellow’s back! Having recently recovered from a low back injury, myself, I could feel every stomp. That scene seemed to go on much longer than necessary for dramatic effect. You don’t suppose the actress playing Blue was really pissed at the actress playing Yellow, do you? Maybe she found out they were both sleeping with the producer.
