It is indeed Sengoku Koihime, and they are having a Pixiv contest to recruit new artists for it. They probably realized that the Three Kingdoms were just about used up and figured there are plenty of famous people from the Sengoku era that they can switch the genders of. Of course the Sengoku era has already been done by others, though most generally leave at least some of them as males.

Also, as they stated on the new twitter account, the official twitter tag for Koihime Musou is #koihime while this game will be using #jp_koihime.
